Creative effect or what experts talked about at IPQuorum 2019

The second International Strategic Forum on Intellectual Property IPQuorum 2019 brought together over 2,000 participants from more than 30 countries of the world. The goal for this year was to build a communication platform, expand the institution of intellectual property and make it more appropriate to the creative potential of people.

The IPChain Association conducted a study on situations with intellectual property in digital environment of different countries of the world. The study were conducted at two levels: digital infrastructure, where all products of intellectual property are active, and at the level of regulatory state-legal institutions.

“We found that the infrastructure level was filled only in Russia,” said the president of the IPChain Association Andrey Krichevsky. – No country has been able to create a common environment to provide simple interactions not only between the most diverse participants of IP market, but also between participants of other segments of the economy. The IPChain network is becoming an important structural element of IP sphere not only in Russia.”

During the forum the Chair of the Intellectual Property Court Lyudmila Novoselova described the development of two major laws on regulation of IP sphere. These are two draft laws: on digital financial assets and on investment and crowdfunding platforms. They relate directly to platforms on which intellectual property is monetized.

Experts drew attention to the Russian paradox: an intellectual activity is not always resulted in an intellectual property. “One of the reasons for this is the underestimation of industrial intellectual property,” said the deputy head of the Federal Service for Intellectual Property (Rospatent) Lubov Kiriy. The number of domestic patents has been consistent for a number of years.

Human capital development affects the growth rate of creative industries and their export potential. Recently, export of Russian films and TV shows has doubled. According to the Deputy Director General of n’RIS and the Vice President of the IPChain Association Valeria Brusnikina, the top position in export from Russian took all types of computer software, advertising and marketing products are in the second place, and publishing activities close the top three.

This year several agreements were signed at the forum. In particular, the IPChain Association, the Federation of Intellectual Property and the Government of the Kaliningrad Region signed an agreement on cooperation in sphere of developing a culture of intellectual rights management, as well as developing of relevant services for the participants of the special economic zone and the Innovation and Technology Center. The Union of Journalists of Russia and the digital service n’RIS signed a cooperation agreement on protection of the intellectual rights of journalists and authors of artistic works. Also, the IPChain Association, the Federation of Intellectual Property signed a cooperation agreement with Sitronics company.
